Master Plan for Active Modes of Transport in Dreux

Since September 2025, TTK and its partner Athéna & Gaia have been supporting the Pays de Dreux local authority with the implementation of its Active Transport Master Plan. Winner of the AVELO 3 programme in 2024, the Pays de Dreux urban community launched this initiative to plan the development of cycling and walking through facilities and services designed to encourage the use of these modes of transport on a daily basis. 

The aim is to shape a region where walking and cycling are naturally considered accessible, enjoyable and suitable modes of transport for everyday use.
To meet the community's demand, TTK is proposing a three-phase study – analysis, scenarios, action plan – and is placing consultation at the heart of the process. At TTK, we believe that listening to stakeholders is essential to understanding local issues and challenges. The study is therefore based on both quantitative data (counts, surveys, field visits, INSEE data, etc.) and more qualitative data that only local residents can provide.

Thus, consultation has been the guiding principle of the study since its inception:


  • At the end of September, after the launch of the study and the presentation of the methodology to elected officials, citizens were invited to a film screening and debate based on the short film ‘Virage vers le Futur’ (2022), which takes a look at mobility in rural areas and alternatives for meeting energy saving challenges. Addressing active mobility, among other topics, this film provided an initial insight into local issues and the concerns of the region's inhabitants.
  • In November, to gather information for the analysis, four consultation workshops were held in the evening with residents – one in each area of the urban community. These special events provided an opportunity to learn about mobility conditions in the area, particularly for pedestrians and cyclists, and to discuss residents' needs and expectations in terms of active mobility, using illustrative map material.
  • At the same time, from November 2025 to January 2026, an online questionnaire for residents was launched to maximise feedback on perceptions of active modes of transport in the area and to identify as many needs, obstacles and drivers for their use as possible. An online questionnaire was also distributed to local elected representatives to understand the difficulties and ambitions and to identify local projects.
  • Finally, the study team conducted a series of interviews with local stakeholders: municipalities, associations, supra-municipal bodies (region, department) and government departments has been consulted to ensure synergy between projects at different levels and to build a shared vision for the future of active mobility.

The assessment is nearing completion, and the TTK w use this information and the data collected to identify the challenges and issues that the future master plan must address.

The development of the Master Plan for the Pays de Dreux urban area will continue in 2026 with the formulation of scenarios, co-constructed with elected officials and residents from February 2026 onwards, and the formulation of an action plan to support the local authority in implementing its active mobility strategy over the coming years.
