Strasbourg: Development of a cycle connecting path

Since 1 January 2022, the EMS has introduced a Low Emission Zone and is seeking to deploy everyday mobility solutions to enable residents to get around efficiently while drastically reducing greenhouse gas emissions in the metropolitan area. To this end, major investments have been approved for the 2020-2026 term of office, not only in public transport but also in cycling infrastructure as part of the 2021 Bicycle Plan. Nearly 70 new projects have been programmed, covering around 85 km of cycling facilities.

It is in this context that TTK was asked to work on the complete project management for the treatment of cycling discontinuities on Rue de la Montagne Verte, which is one of the main gateways into Strasbourg city centre. These discontinuities concern 4 junctions on this key route to the south of the city. The aim of the project is to create clearer and safer routes for cyclists and pedestrians as far as the rue de la Plaine des Bouchers, which can be achieved thanks to a budget of €550,000 spread over two separate areas.

TTK carried out a feasibility study, which identified and examined various development variants in order to provide the EMS with the best possible support in choosing the final development. The chosen variant was presented to local user associations during a tour of the site in early March 2025. This variant was developed with a view to placing a strong emphasis on optimising safety for cyclists and pedestrians, while maintaining the most acceptable possible impact on car traffic.
In response to these objectives, significant changes have been made to the main traffic light junctions used by the tramway (Quai Brulig and Rue de l'Oberelsau junctions), particularly in terms of adapting the selection lanes, signalling equipment and existing equipment. The project includes the addition of further elements to make crossings safer for pedestrians and cyclists. This assignment required detailed studies of the resizing of various junctions, involving in particular the resurfacing of the existing roadway, the reallocation of selection lanes following the removal of right-turn shunts, and changes to the programming of traffic light phases for vehicles and active modes interfacing with the tramway.

TTK is now preparing to launch the following project phase and to consult with the construction companies. The project will be delivered in early 2026.
